Practitioner Note 3 - Developing a Shared Vision is
the third guidance document in a set of nine that form
the
Local Education Partnerships Toolkit.
Summary
This note focuses on guidance to develop a shared
vision, which is a crucial element for successful set up
and operation of LEPs and BSF projects.
The Competitive Dialogue process of the BSF programme
supports the development of partnering behaviours before
Financial Close. The partner organisations will
influence the development of both the shared vision and
the early systems and processes that support the
delivery of objectives.
This note discusses the key activities that help in
the development of a shared vision.
The 10 key activities for developing a shared vision
The following activities are key in supporting the
LEP in its role in education transformation:

Clearly articulating the type of partner and
scope of services to be procured

Envisaging what a successful LEP will be doing
at key milestones and the opportunities and
benefits of working together

Considering the contribution an effective
operational LEP can make to the parent
organisations' objectives

Nominating a Lead Director with responsibility
for developing a consensus on the LEP's shared
vision

Identifying areas where the LEPs objectives can
align with the parent organisations'

Creating a statement of joint aspiration that
can be submitted as part of the final bid

Ensuring the governance structure created
supports the delivery of the vision

Creating a performance management system to
monitor performance against vision objectives
-
Identifying a strategic review function to
ensure the LEP consistently acts to deliver the
vision
-
Reviewing the shared vision regularly to ensure
it's continued relevance
