Mobilising the LEP
Practitioner Note 5 - Mobilising the LEP is the fifth
guidance document in a set of nine that form the
Local Education Partnerships Toolkit.
Summary
This note focuses on guidance to help mobilise an
operational LEP; reviewing practical issues in the final
stage of the BSF procurement process that can become
barriers if not properly addressed.
Whilst considering the practical issues from a systems,
processes and tasks perspective, it also shows how the right
resources, capacity and good partnering behaviours are key
in enabling effective operation.
This note dicusses the key activities that support
effective mobilisation of an Operational LEP.
The 10 key steps for successful mobilisation of an
Operational LEP
The following steps are key in successfully mobilising an
Operational LEP:

Creating a plan detailing contributions from key
stakeholders

Ensuring the LEP clearly understands the local
authority's strategic objectives and reflects them
in the business plan

Planning and creating a management structure that
ensures good governance and promotes effective
decision making

Creating a performance management structure that
aligns with the management structure to monitor
activities and achievements

Creating an identity and communications strategy to
influence perceptions in the BSF community and
beyond

Co-locating teams to reinforce the LEP identity

Ensuring key roles are filled by the right people

Creating a 'Transition Team' at Selected Bidder
stage to plan and set up the new LEP

Reviewing the effectiveness of the plans as they are
executed

Monitoring mobilisation progress regularly
