Practitioner Note 7 - Capacity to Deliver is the seventh
guidance document in a set of nine that form the
Local Education Partnerships Toolkit.
Summary
This note focuses on guidance to help ensure effective
resourcing of the BSF programme from the outset.
The most effective operational LEPs originate from a well
planned pre-procurement stage that was appropriately
resourced and recognising that resourcing requirements will
change throughout the life of the project
This note dicusses the key elements for effective
resourcing.
The key elements of effective resourcing
The following steps are key in developing an effective LEP
governance framework:

Recognising that it will be around three years
before the LEP is operational and that long-term
resourcing needs to be built into budgets

Providing resources from the local authority, school
and LEP to support an effective programme

Resourcing will need to be flexible and able to
respond to the different stages of the programme

Recognising that a BSF project will need a range of
resources - existing staff, new appointment and
external advisors

Where possible using resources with existing BSF
experience but good project management and
procurement skills from any sector are easily
transferable to BSF projects

Ensuring the local authority and the LEP are
appropriately resourced to deliver the programmes
and services required

Carefully considering the resourcing for contract
management as this requires a different approach to
traditional construction contracts
