Following the publication of the Review of Education Capital in July 2011 and subsequent consultation, the Department for Education (DfE) has agreed that work should start without delay to collect information on the building condition of the education estate – around 23,000 education buildings across England.
Partnerships for Schools (PfS) has been asked by the DfE to lead on the delivery of the Property Data Survey Programme (PDSP) to undertake this task. Initially, this involves the procurement of contractors to carry out Property Data Surveys (PDS), and Asset Management Software (AMS) to support delivery of the programme.
On 17 October 2011 OJEU notices were issued for both the PDS and AMS – which can be found below. On the 31 October 2011 the submission deadline for the AMS PQQ passed. PQQ submissions have been assessed and moderated, and five bidders are now progressing to the ITT stage for the AMS. Contract award is expected in early January 2012.
A Bidders’ Day took place on 26 October 2011, at Church House in Westminster, for those companies which are interested in bidding for the work as part of the PDSP. The event included two sessions outlining the details of the PDS and AMS procurement, covering processes and timelines, and provided potential bidders with the opportunity to question DfE and PfS officials.
