Education Technology and Services Company Tribal has been named as the firm to provide its K2 Asset Management Software (AMS) to support delivery of the Property Data Survey Programme (PDSP). The new programme will procure centrally the collection of property data of the condition of the education estate – around 23,000 schools and other educational establishments across England.
Partnerships for Schools (PfS) the Government’s delivery agency for capital investment in schools which is leading on the delivery of the programme, has ensured that the programme is kept to time by reaching contract award for the AMS in just nine weeks from the OJEU (Official Journal of the European Union) notice publication on 17 October 2011.
Following the Pre-Qualification Questionnaire (PQQ) round, five bidders progressed to the Tender stage. After a rigorous selection process the AMS contract has been awarded to Tribal who demonstrated a completely developed system that is currently fully tested and operational in a similar environment.

The Property Data Survey Programme has been established by the Department for Education (DfE) to obtain a clear picture on the high-level condition issues on schools across the country. The data collected will be used to provide evidence of the current condition of schools that will be considered as part of future maintenance allocations.

The Property Data Survey Programme follows recommendations from the Review of Education Capital, published in April 2011. The DfE has agreed that work should start without delay to collect information on the building condition of the education estate.

PfS has been asked by the DfE to lead on the delivery of the PDSP. Initially, this involves the procurement of contractors to carry out Property Data Surveys (PDS), and Asset Management Software (AMS). Partnerships for Schools is the Government’s delivery agency for capital investment in schools, covering all secondary schools, primary schools, special schools, Academies and the new Free Schools.
From April 2012, Partnerships for Schools will become part of the Education Funding Agency (EFA), a new Executive Agency within the Department for Education.
